Further Results of the Forensic Technology Large Database Study and Other Correlation Tests Using the IBIS Technology

Michael McLean, Forensic Technology Inc., Montreal, Canada

Objectives: The primary objective of this research is to share further insight into the correlation accuracy and performance of the IBIS technology when correlating known matches against large volumes of unknown samples.

Methodology: Using an existing database at FT we have performed a number of different tests to measure the matching accuracy of the IBIS algorithms by comparing know matches against a test database of unknowns.

Results: Results will be presented in a format identifying how many known matching samples of the group rank in the 1st position, top 5, top 10, and top 20 positions based on where sister samples of known matches rank (based on acquired marks- Breech Face, Firing Pin, Ejector Marks) in the total sample set.

Conclusions: The results of this presentation are meant to bring awareness and exposure to the effectiveness of the IBIS matching algorithms. The general conclusions from this data will be in the form of the Information presented in the test results.

The Influence of the Rifling/Crown Intersection on Striae Production

Deborah Chaklos, Allegheny County Coroner’s Office, Pittsburgh, PA

Abstract: It has been accepted that the striations found on discharged bullets are caused by microscopic imperfections on the internal surfaces of the barrel. When rifled barrels are manufactured, the intersection of the crowned surface and the rifled surface provides a unique combination of characteristics that are generated by two or more tools acting on different planes at different angles. It can be demonstrated in certain barrels that this intersection contributes a number of striae useful for the identification of bullets to the barrels from which they were discharged.

For the purpose of evaluating this area and the effects that shortening the barrel has on striae production, seven (7) pistol barrels were recrowned and the similarities and differences between bullets fired before and after each recrowning were evaluated.

Random Notes from the Business Meeting:

  • Announced AFTE is working with the NFSTC to help develop a training CD.

  • Jim Hamby announced that there were 294 registered attendees for the meeting.

  • Chris Monturo gave the Nominating Committee report. The following members were nominated and elected to the AFTE Board of Directors.

    • President- Dom Denio

    • 1VP- Loren Sugarman

    • 2VP- Carlo Rosatti

    • Secretary- Terry Eaton

    • Treasurer- Walt Dandridge

    • Member-at-Large- Jim Krylo

    • Board of Admissions- Mark Keisler

  • John Finor gave the Bylaws Committee Report that included one proposal for change to allow dues relief for illness/military duty.  5 yrs relief.

    • Discussion for the motion included questions that asked for clarification of pro-rated dues relief, Dis/Reg membership.

    • Motion passed.

    • A second bylaws change announced but not voted on addressed the letters of recommendation needed by provisional members.  Change would reflect that only a regular member or higher can write a letter of recommendation.  This was not voted on and will be published with further discussions later.

  • Immediate past president Ann Davis gave a report on the Advisory Committee work.  No requests for reviewing applicants.  The Advisory Committee recommended Andy Wagoner be  granted Emeritus membership status and the motion passed.

  • Dom Denio addressed the work of the Scholarship Committee and announced that two scholarships will be awarded with the winners to be announced at the banquet on Thursday.

  • Matt Noedel announced that the Spring 05 journal is at the publisher and will be mailed to members as soon as possible.  Matt also discussed the issue of color journals; color is prohibitive for print but may be provided online in color.  Submitted articles are double-peer reviewed, dates for publication cannot be provided.

  • Jerry Miller gave the Certification Committee report.  They are looking to provide the tests online.  They are also preparing to provide re-certification tests.  Jerry discussed the possibility that a paid proctor might be needed for the tests and if they have to go in that direction the cost of the test may have to go up.

  • Sunset Committee proposed a final document that addressed the Standard of Comparison to include wording related to the use of photography as a preferred method for recording identifications.  Document was amended, voted on and passed.
